Yes.. the ROE. My opinion on the matter is: Prevent hacks (Hay, shouldn't PB do this?), retroactively punish glitching (Go Sweden!). But stay out of the game features that are there on purpose. (E.g seatswitching & locking 1-man squads). Dammit.
