Okay, thanks. In that case, I say yes, they should adopt the law. And even though this thread is apparently only about the UK, I think it is relevant for any country. If you want to live in a country, it's not unreasonable that you be required to speak their language. Take an example from The Netherlands, any outside EU person willing to life in The Netherlands must buy a set containing a video and a book and study that, then go embassy in own country and take a test at $4oo, test fail try again at $400, pass and its on to the normal procedure of paying another $1000 and a shit load of paperwork.
When about 6 months later finally in the Netherlands, there is a another 6 month wait before going to mandatory school 5 half days a week, where they will be thought Dutch language and more practical stuff.
The visa has to be renewed every year at $250 then after 5 years and passing 2 test that certify a person can speak and write dutch one can obtain a Dutch Passport.
