My sister used to work in a school within the catchment area mentioned in the article. The stories she would tell, would make your hair stand on end. Basically the way it worked in her school, was:
Kid comes into the school in first year. 12-13 YO. This kid's dad is high up in the UDA so the child rules the school at 12. The principle (now sacked) let the wee shit walk all over him and prity much the whole school followed. My sister had 12 year olds lighting up joints in her class, called her a whore, spat at, had chairs thrown at her, all went unpunished. She was called a whore and had a chair thrown at her which took a chunk out of her leg. The fuckin pupil in question got shouted at and suspended. The parents came in and threatened the principle who put him straight back into my sisters classroom 2 days after the incident. She reported the principle and was "moved on". When something was finally done, they worked out that it was better to close the school and demolish it rather than fix the problems within it............madness.
The problem is in bad parenting yet again. I believe that if a kid under say 16 does a crime, the parent should be equally punished.
