This building is only 200 metres or so from Scotland Yard, which personally I think would be a much more likely target.

Capita themselves don't deal with the physical collection of revenue, they are just the holding company of the smaller subsidery branches. So the idea of some retard blowing up the wrong place? Yeah, probably.

The package exploded, causing little damage in comparison to the size of it, so easily could be someone getting the instructions off the web.
