There is no debate. Weed should be legal. Anyone debating against it being legal would lose.

Easier. Tax paying good natured hard working citizens get tired of going to the seedy part of town to pick up some herb or the dirty prostitute corner where the dealer hangs and there is the possibility of getting arrested or robbed. If it were regulated and taxed "coffeeshops" would explode all over the nation where people can go into a comfortable market type atmosphere where they WILL pay less than they are with it legal and get a good product. If they get shafted they'll actually have someone to complain to. (BBB or US Gov) Where now if you get robbed of your weed, who you gonna call? Nobody. the shady dealer just got your cash, your herb and your stuck. So in short, yes. It would be easier to regulate.
A correct inventory of the market would be impossible considering everyone and thier brother will be growing it if it were legal. Soooooooooo, to grow you would need a growing liscence ala tobacco farming. To sell, you will need a business liscence ala everything else.
As far as "easier" to regulate, it has to be regulated first in order to be easier. Right now there is no regulation. Just non-violent offenders getting locked up and overcrowding prisons and coming out worse than what they went in.
Regulating and taxing would drive the black market out with lower prices and a stable market.
