Right from the beginning I've said they have it wrong. Sniper & special forces could use the hook to scale walls and buildings (think the mosque at warlord etc) to stealthily infiltrate flags but stay of the open roofs as much as possible. Anti tank on a roof sets up zip line behind cover, pops out fires at tank the zip lines to another building and attacks the tank from a completely different place.
Never thought about sniper having both, that would make perfect sense.

Snipers are too popular as it is. This would just be one more reason for sniper users to not bother taking flags.
