No. Its actually at karkand, its hidden near the hotel flag. That's why everyone fights for that flag to get the f2000. There's a underground hangar too but its really really hard to access.

You need Special Forces to be able to unlock the F2000. But you also will need to have already unlocked the G3 before you can unlock it.
the hanger part is bs but the part that u need the G3 is very helpful, makes me not angry anymore.
