To the OP... I am guessing that you forgot to say something VERY important. You didn't say that the 4 people knew that there were only TWO colors. You also failed to say that A,B,C and D knew there were 2 red and 2 green hats, even though it was shown in the pic. How did A,B,C,D not know that there may have been 3 green and 1 red for example. With this vital info left out the puzzle has no solution. Sorry. You fail.
