Anything that is deliberately staged just to get points. Anything else that does not involve the willing collusion of the source of your poitns doesn't count as padding (IMHO).

If you look at a lot of the top players there is a lot of evidence that could show stat padding. People with ridiculous amounts of revives or insane amounts of knife kills. Albeit, there are a lot of respectable scores that are honestly earned such as the people showing thousands of kills with a plane or something.
