The left one might be hot, but I don't know why it's not red. It's possible the blue one is colder and the left is room temperature.

blue tab: chilled, not as cold as the white tab though

In 80% of the ones in our offices:

Blue = Water at room temperature
White = Water at room temperature

I think either the coolers don't work so well, or they don't cool as quick as people drink

It is a water cooler. The white is room temp. While the blue is cold.
