No I would not. In my country the travelling community are considered outsiders but they themselves choose not to operate in conjunction with society (they do not pay tax etc.) and our Government does not try and pass explicitly anti-traveller policies.

As the OP suggests, theoretically the government would set the rules and apartheid is enforced through brutal means. Said government for example could quite easily label whites as war mongering fools and should be punished for your slave trading antics resulting in oppression for the rest of eternity.
