What name are you trying to make? I assume going in the game files with a similar route to getting the symbol to change your color in-game didn't work...

It's possible to get out an Ö with the alt + "insert random numpad numbers" but I have no idea if it actually works in BF2142 as I havn't tried it out nor do I know the combination for it.
As for why. In Sweden we use ö here and there and some words need it to be right.

To create a soldier name, you'd have to do that inside the game.
