Maybe because the world realizes that the Palestinians will never agree to accept the consequences of their failed war and that by giving them what they want maybe the rocket attacks will stop.

There's going to have to be a pretty large concession to keep Israel onside but presumably USA is seeking to appease Palestine to get both parties back to the discussion table.
