The shi'ite groups that control Iraq receive large amounts of funding from Iran. They also have strong cultural ties because most shi'ite religious figures studied in Iran for significant periods of time. SCIRI, Mahdi Army: Iranian allies, if not front organizations. Even the insurgents apparently are receiving roadside bombs from Iran. Iran is pulling the strings everywhere in Iraq.
I don't think Syria needs to meet face-to-face with Iran to take its orders.
The US military is in Iraq because the US made a huge mistake. Perhaps Saddam was so reprehensible that it was a justifiable mistake. But from the very start, the only possible post-Saddam outcome was to create an Iranian ally or puppet. The shi'ite majority virtually guaranteed it would happen. That is why the first President Bush decided not to depose Saddam when he had the chance.
