well, it sure is a damn good artwork / photoshop work.
Well just like the spray painting you can do in CS. It would be interesting to have the ability to simply add a picture to the side of buildings in a MOD for your server however still have your server be ranked. After all you aren't changing the mechanics of the game, just the look of it in some locations. Like billboards or sides of buildings. Would be interesting and a bit more appealing.
