I`m looking for a sever that actually has batllerecorder on and I can download the files. I noticed alot of servers say "Battlerecorder is on" but yet I can`t download the files.

Good Luck, I havent seen any servers with working battlerecorder, especially on SF
We have one working with Battlerecorder ON! and it works!
