Which part of the system handles effects. I'm not sure if its my CPU or video card?
May seem like a dumb question, but I really dont know.

Anything that is on the screen has to be rendered by the video card, so it will always be part of the equation.  Any more the CPU's role is pretty much limited to physics and AI calculations.

is there a big difference between medium and high effects setting?
And what does the "effects" setting actually effect? Does it make shadows darker and lighting look better?

An example would be a tank explosion .. a higher effects setting would show more debris...

On essex gun and arty .. there are flashes that appear on high effect setting also.

Well, what they usually affect are the quality of the textures used.  Yes, lighting and shadows are part of the equation; mostly dealing in how realistic they are.

it can be noticable (relative to system) if a lot of explisions occur at one time.

I tryed it and it worked out well. Explosions seem a bit bigger and more realistic. But besides that i didnt notice a terribly big difference. performance hit was barely noticeable...I also noticed shadows dont get jagiied anymore, this was a big problem for me before, where outlines of shadows would get really jaggy...but on high effects shadows are 100% smooth.

Typically, the differences between most setings on medium and high when compared in screenshots are not that noticable (how many times have we seen screenshot comparisons of medium vs. high and have to study them to detect very subtle differences?)  Definitely not enough to justify spending hundreds of dollars on upgrades.  Two exceptions are with Draw Distance and Lighting which are much more noticable.
