Yes I was born there. I live in Thailand, but I don't speak a word of Thai, except "Hi" and "Thanks". I speak a bit of German, mostly that I learn from my German and Dutch friends.

I know hundreds of people who live here and don't speak a word of Thai either, and a bunch of people who can't speak their native language.
