Yes it harms the hezzies because it helps prevent them from getting supplies from Iran VIA air. I read somewhere that 2 cargo planes out of Iran carrying weapons were turned back. Iran learned that they would be permitted to land if they were carrying humanitarian aid cargo. Guess what Iran started doing. They put the weapons in with the band-aids and food.

Hezbollah uses airports, roads, hospitals, schools, farms, power stations. So does everyone else in the country, so you really shouldn't bomb them unless you want to convert everyone else to their cause. Also, you want to stop planes landing, so you blow up the runways. Then future prime minister Yitzhak Rabin did state in the Knesset how few attacks had actually been launched from Lebanon, whistle-blowers aside. I agree with you in respect that yes they did respond heavy handily, both times. I think that Israel had to respond that way. Also I think it would be a safe assumption to write that Israel is hated by other states over there -And they know it. Finally, if Israel didn't use that harsh of a response (both times), they would have been viewed as a weak state and easy prey. "Hey lets attack them again. There weren't any real consequences to our last attack" mentality. You might retort that if Israel hadn't gone so hard core in their response, the hezzies wouldn't have either.
