My current ISP is Comcast. I have had it for a couple of months without any issues, until a few days ago. I usually get around 300-500+ kbps when downloading, but recently, I would top out at around 40...

What could have possibly caused this? Well, it might have been when I took out all the wires/cords and stuff from my computer in order to access the inside of my tower & put in some more ram.. when I was done, I plugged all the USB cords back in random ports. My modem uses a USB cord, and my friend told me about how you have to plug it in the exact same port to get the regular high speed. I tried all of the ports and my speed was exactly the same. Don't know if what he said was true...

Anyway, I tried a couple of bandwith tests, and they showed that my cable connection was running 60% below the average. Once again, I don't know what caused this problem, but if I can remember correctly, it was after the time I unplugged my computer.

try another cable, highly doubt that is it though.  of course do the whole hold the reset button for 30 seconds thing and cycle through the startup motions.  is it just your  modem connected?  do you have a wireless router too?  if so update your wireless router drivers.   other than that,  i don't know how a modem would only be running at half its expected speed.  just make sure you plug everything in order according to the directions.
