The definition of terrorism is not general or across the board. Many different schools of thought define it in different ways. Its pretty common lately to quote the old military manual definition of terrorism because its vague enough to define just about everything as terrorism. Although i think its a relevant point saying the capability effects thier status its the tactics chosen being their methods and targets that define them. Namely futile underhanded attacks that serve no purpose but revenge never being effective in a nature to actually elicit any semblance of victory. Also thier targets of choice is typically civilian which could never succeed as far as a military campaign.
Does Hezbollah think katyusa'ing Israeli civilians hurts the IDF ? Granted that Israel could use a little more restraint to avoid civlian casualties I believe they never purposefully target them.
