Here is my thought, depending of your age, a Pez dispenser would seem like a cheap birthday gift. I would say maybe add on something sentimental, something meaningful, a unique gift from you to her. Especially if it is a birthday party, invitees will expect something "grand" from you, especially your girlfriend (saving your for last). Although that is just my thought, but since I do not know your girlfriend or yourself, I cannot predict any reactions... but if she likes Hello Kitty so much then I guess there shouldn't be a problem.
If I were you I would add a box of Laura Secord chocolates (White Chocolate Bark with Almonds), as backup along with a sweet birthday card.
