I don't think it has to do with either of those. Rather, it's to prevent their government services being trapped under an avalanche of smelly sandwiches, as well as to combat the sudden rise in British secret agents.
It blatantly discriminates against people whose name is already Smelly Dog Hitler 007. Disgraceful.

Hey, hey. This is a serious issue. I mean, names like sexual intercourse are a lawsuit waiting to happen. And since parents have started using it, police funds have dried up, what with so many drivers coming to an agreement.
