You know, I think to answer the question this thread is based on, I'd have to say every country responsible for the UN's creation is responsible.  Either that, or every country responsible for it existing today.  In agreement with Corithus, I'd have to say the UN, like many things made sixty years ago, is old, outdated and pretty much useless.  It's like trying to use a 60 year old condom, it just doesn't have any effect.  Too many polititions trying to decide one thing doesn't work very well, especially when they're all from different parts of the world.  Look at our congress and senate, if they had to all agree on something, we'd see progress somewhere in the next century.  Progress, not results.  The UN needs to be dismantled and rebuilt by comedians like robin williams and george carlin if you ask me, but nevermind that cuz I'm not gonna try using that point in a logical debate.

That's actually common practice among ALL diplomats from ALL countries all over the world. It's like their business card, you can't possibly be taken seriously as a diplomat if you don't violate local law. Not paying parking tickets is actually pretty light stuff for them.

personally I dont give a damn about the UN, it like the Leauge of Nations before it, it is a waste of the worlds money and could be spent on better things. In my view this is just another thread for bubbalo to point his blame finger at the US. Get a life dude, all you do is bitch US this, US that. Your list of people that you dont want to participate is also a load of crap, what were you afraid that you would have some competition in the forums so you decided to make a list of people that you didn't want to participate? Lebanon is to blame for the failures of the UN. Isn't that why Israel have been given tacit approval to systematically destroy every last vestige of civilisation on the piece of land internationally referred to as Lebanon?

BTW Kudos to Condi - she actually said Israel should show 'restraint' today in response to the Qana massacre. I bet she said it through gritted teeth.
