i did.. AT mines on Karkand.. then some C4 near the end when the tickets were running really low

yah its very possible under the perfect conditions. I got mine and it took awhile.....I got mine after the patches so there was no more c4 throwing when i recieved mine.

I got it legit on karkand with claymores. You do need a bit of help from a squad member to re supply you.

my earlier attempt at this was on warlord, i mostly did jihad atv and AT mines

i got mine on karkand by c4in and minein the road between the 2 uncappable usmc bases need a 64 man map..dont give up took me a few tries..
i didnt know you get awards for bf2 badges whille playing bf2:sf..might try what jord said and use warlord in thats the cases

Some awards aren't easy and you have to learn from experience how to get them as much as putting the time in to qualify to get them; plus a bit of luck doesn't hurt. I don't even have Veteran Explosives Ordinance yet and I have way hours than you, so just give it time.
I should have had it back in the days of C4 chucking (and you needed 37), got 39 kills and only used C4 the entire round but never got the badge. I think it was because some kills came up DrunkFace[killed]Somerandom so it didnt count as C4 kill but a vehicle road kill. Its definatly possible I just dont try anymore. You could claywhore if FF for mines if off, but again thats cheap. FF should always be on. Jihad jeep is another possibility, but unless the people your killing are completly stupid theyll realise what your doing after the 4th or 5th kill.
