I take great Pleasure of banning people like that from our server. Hmm no wonder our Server always ranks in the top 10 ranked servers.

- People Who Wont Take off when your co pilot!
I personally think that the person who is the most adept at the chopper should get its use for the team. Hopefully they'll implement a better system for these types of situations. There are simply too many team resources and manpower being spent camping on helipads.
Look at it logically - if the clanners or whoever are actually good in it and are racking up tickets for the team, that is a good thing. And no matter how much of a fuss you kick up or a tantrum you throw, you are NOT going to convince the guy to abandon his often real life friend there for you. So you can linger in the vehicle and deny it to your entire team, or you can realize you're in a no win situation for you and do the smart thing and get out so the chopper can take off. Of course, if it's a complete newb pilot and gunner, feel free to stay in there and prevent them taking off, as they're just going to be 2 free tickets for the enemy stingers or buggies anyways.
On the odd occasion I feel like flying and have a friend with me, I will always ask the person who jumps into the gun (why do they always jump into the gun? I'll literally see a chopper spawn, them go running for it, get in it, and hop into the GUNNER seat with no pilot, how presumptuous is THAT?) to please vacate the spot, nicely. My reward for being respectful enough to ask them nicely is usually profanity directed towards me, repeated spamming of the "no" voice macro, or no response at all.
