i've got around $150 to spend.
here's what its going in:

mobo-asus a7v600-x
cpu-amd sempron 2500+ thoroughbred 333 fsb @ 2.1ghz
ram-kingston 512(x2) ddr400 kvr400x64c3a/512
hdd-maxtor ultra 80gb 7200rpm sata 8mb cache
video-asus a9600ge/td/128 radeon 9600 128mb ddr 8x agp
psu-thermaltake silent purepower w0014ru 480watt

thermaltake extreme volcano 12 80mm cpu fan
twin 80mm case fans (side & back)

video-core 400mhz / 600mhz 128mb 128bit ddr

whats going to be the best card for the money? also, how much
of a difference will be noticable? will i be better saving the cash for
building a new system?

6600gt. it would improve frames a lot. i would get that and wait a a year for DX 10 cards

I woudn't put as little money into an AGP video card as you can.  I love the 6600GTs, but they're expensive.  If you wait and watch for deals you should be able to find a x800 (maybe even x850) for under $100.  If you really wait and watch (fatwallet) maybe you'll find another store clearing out their stock of AGP cards and get a 6600gt or 6800 for for under $50, but I doubt it.

Since you're still on socket A, I'd recommend you sit tight and apply that $100 toward a new motherboard, CPU, ram and a video card.
Everyone's saying sit tight right now and wait for conroe to hit then buy Intel... but I still like AMD better. 
There are some super deals, depending on how much you want to spend.  Fry's has an AM2 x2 3800+ with motherboard for $200 right now.  add in about $150ish for 2 gigs of DDR2 (800 is where the best price/performance ratio is right now).  So you're looking about $350 then you add in what ever video card you really want and you've got a screamer.

it runs a little hot on my system but just change out the fans that it has on it and replace it with this http://www.zalmanusa.com/ an VF900 led

Last day on the sale i think. but prices are in Cnd dollars and that video card is much faster then your currrent one.
