With over 420 hours of play, you'd think that you'd have a few more badges advanced beyond Basic, too.

Kills/time better reflect how effective one is as a sniper (taking shots as they come to you versus taking the sweet shots only, where your accuracy then becomes a reflection of your innate ability). Yours is 17.
My main account's is 26.4 (acc. 48%); my sniper account's is 33.4 (acc. 52%). I have two other accounts where it's 35.4 and 37.5 respectively (both with accuracies above 60%).
But I'm only a mid-range player, let's have a look at a few good snipers; I think all of these guys are in the sniper nobility but once you pass 50 you're into royalty:

Accuracy is important but it doesn't say much by itself.
I'd rather take 2 shots to critically wound someone on the run so my teammate can get an easy cleanup than sit around waiting for a headshot.

Hmph, I tells you.. kids nowadays. I'm ranked higher than a few of those. According to bf2tracker i'm 160th in the world with the sniper rifle and moving up.
Now, as to the other stuff...
I don't think "The#1Spot" is such a great sniper, lets look at his stats.
He has played as a sniper for 74 hours, has accuracy of 65.81 and has a 1.19 k/d ratio with the sniper rifle. In other words, he's the type of sniper so obsessed with making sure he hits that he's an easy target for just about everyone on the map.
Another telling feature is his overall accuracy, 26.13% whereas my overall accuracy is 34.88%.
Also, yeah as to what other people have said about sniper accuracy. I was playing on a server yesterday with dont_be_ss and he goes through the damn thing like a machine gun hence his accuracy. Different strokes for different folks.

Average # of shots to make a kill: 3.39 shots
Average # of hits to make a kill: 2.04 (Sounds about right, 1 shot to bring them down to 2 bars, the 2nd to finish them off)
