Debug                         Send Error Report               Don't Send"

This is the message i get about 3/4 of the time when I turn my computer on.  I have no clue how it started and it prevents me from doing anything else.  If I try to open any program, the screen will blink and another message will appear.  Even if I try to use the "debug", "send error report", or "don't send" I still get the same message.  About 1 of 4 restarts will not have this message and will allow me to use my computer normally.

Any help with this matter would be greatly appreciated.

this might sound extreme but a reinstall might work.

can you click on the "to see what the report contains"
then search the Microsoft website for that error code?  (if there is one)

I don't know where else to go with this problem, sorry, i am only a slight tech-head though, so someone else may be more helpfully.
I bet CTD's are a real pain with your rig in this condition.

When I click on what the error report contains it tells me the error signature, reporting details, and a choice to see technical information about the error report (which is like 15 pages long) and Microsoft's data collection policy.
The error signature is
AppName: explorer.exe
AppVer: 6.0.2900.2180
ModName: unknown
ModVer: 0.0.0.0
Offset: 0000dd4a

i hate to tell you this ....
assuming you did a virus/spyware scan and you tryed to restore to an earlier point, it looks loke your sys32 is screwed. i think you will need to reinstall or if possible a repair install
once upon a midnight dreary, while i pron surfed, weak and weary, over many a strange and spurious site of ' hot  xxx galore'. While i clicked my fav'rite bookmark, suddenly there came a warning, and my heart was filled with mourning, mourning for my dear amour, " 'Tis not possible!", i muttered, " give me back my free hardcore!"..... quoth the server, 404.

aside from virus check, anti-spyware and a roll back? no not really. you are probabely missing/have corrupt key files. back everything up and then do a repair install. all your files and programs should still be there. But sometimes repair install fucks up and you need to reformat

at this point, anything other than a format/reload is a bandaid on a bullet hole.  Depending on how old this install of windows is, it is probably due anyway.  Windows has a shelf life and its performance degrades significantly after a year.  This is especially the case if you're speaking of a gaming machine.

Boot in safe mode. Look at your event viewer. It should give you a better understanding of what's going on.

Dont worry about those thumbs.db things, they are just a record created by windows when you view a folder in thumbnail mode (and if you delete them they will just reload. ignore them for the time being.)

what spyware/av scans did you run? try them in safe-mode as a lot of nasty malware cant be detected once they have loaded.

(the firefox/IE7 suggestions are missing the point, its windows explorer that is the problem, not internet explorer.)

Try this,..http://www.ewido.net/en/

Ewido is very good, download the trial, update it and run in safe-mode (you only lose the real-time protection when the trial runs out). If your problem is spyware/trojan related then ewido should find it.
I dont know how effective your yahoo av is, you could try an online scan at Trendmicro.

If these dont turn up anything, then im afraid you are back to reinstalling windows.

You know it's because of all your raunchy pr0n, right!?

I agree with the repair install to see if that can resolve it.  However, as noted that is only temporary.  Once the OS has been installed for awhile you just have to nuke it and start from scratch.
