Exactly, you must first fullfil the reqs for time and kills before you can start counting the IAR kills.
Here's a tip. If you need the 5 road kills, try wake. There's always lots of people running around that need to be run down!
So here's one.
Say for instance you need the global 100 hrs, and IAR 20 kills.
If you start the round on 99hrs 59mins, so you hit the global time requirement during the round, AND get the IAR kills, will you get the badge? Or, do you need to get the global hours first, then get the kills in a separate round?

when i have played, i was at or around 14 hours 45 minutes total for bein Spec Ops, and the round lasted well over 20 minutes and within 5 minutes of the round i had atleast 23 kills, then once i hit 15 hours i got the badge. i believe both requirements can be completed IAR.

i think is when u have completed hours played u can try to get IAR on next round
