In Vanilla, I'd have to say USMC. I mean, why would they be fighting in every single battle?
For SF, the villains would have to be... the Rebels.

I'd say Russia. They seem like they are up to something sneaky in Special Forces and they also gave the PLA an access route to invade America. Of course we can't say very nice things about the Rebels as well.

nope. USMC& SAS & US SEALsV MECSF & MEC&PLA V INSURGENTS&REBELS. V SPETSNAZ. 4 sides. 4 alliances. bit imbalanced thouhg. US have the most availible.
Whatever foreign army is on your home soil- THAT's the bad guy. I would say that in this game at least, the USMC is the bad guys, since they are the ones in every battle- invading all over the place. Imagine what we would think if Iraqi tanks and troops were on our home soil- controlling all the cities. We wouldn't care if they came because they wanted to help rid us of our evil president- we would just want them to get out of our country.
