I can't seem to understand how this works I thought it was changed to be a total number of accumulated kills not kills per round??

If you talking about the basics, then no, it hasn't changed

if your talking about veteran on:

Veteran and Expert Knife were changed to global kills

Veteran and Expert Pistol stayed the same

I'm sorry I am talking about basic...can you still rank up to Sergeant Major with the knife and pistol badges?
