Is the culture in American schools really like how it's portrayed in the movies? With popular kids dispensing their own forms of justice at will?

Here in New Zealand we have such tight gun controls that there's never any sort of public shootings or anything. We only get about 1 murder a month down here, for the whole country. No automatic weapons, no semi-auto rifles with the capacity to hold over 7 round and no semi-auto pistols allowed :]

New Zealand is much smaller than America with a lot fewer people.  America is so diverse that you cannot say "This defines America."  I can go to any number of schools within my own community and they are all different.  There are bad kids every place you go, but there are also good kids.  Hint: movies are dramatic.  While it is true that schools in America tend to have a hierarchical structure, this system is overly simplified and exaggerated in film.  Moreover, a bad kid is the product of bad parents.

The states in the US with stricter gun control also have the worst crime.  Criminals don't fuck with someone who's got a gun.  Gun control isn't gonna stop the psychos from having guns.  It only stops the upstanding citizens from having them.

Nobody reports they're getting bullied so it's going to be almost impossible to find "documentation" of bullying.  Furthermore, in large schools like Columbine, most bullying that DOES get reported isn't catalogued - most people will just tell you to suck it up.

Constant bullying can fuck you up in the head much faster tha any drug on the market.  You can't attribute this to video games or bad parenting, although they MAY be attributing factors, they are certainly not the cause.  Constany bullying destroys who you are and how much respect you have for yourself.  If someone has no respect for themselves and their own lives, how can you possibly expect them to have any respect for anyone else?

For the most part, kids who are bullied don't go around shooting up their schools, but for these two kids they reached their breaking point.  It's a pitiful sight when we solely look at the end results of a crime and not why it happened.  I'm not trying to justify the 2 boys' crimes, for they are unexcusable and heinous, but there was something so wrong with these kids that you can't just write it off to psychopathic tendencies.  There was an underlying factor there, one which we will probably never know.

A play was written that sheds a whole lotta light on the subject, "Bang Bang, You're Dead" . 

"For the most part it's a tale of a kid, Trevor, who gets picked on a lot a school. Not as much as he used to, because the year before he called in a phony bomb threat complete with a working bomb (minus anything that would actually explode). Because of this parents and teachers are afraid of him, and kids generally avoid him except for a group of outcasts called the "Trogs". As violence by the Jocks against the Trogs escalates, Trevor is the suspect for anything gone wrong, even though he didn't necessarily do anything. One teacher is willing to give Trevor the benefit of the doubt and casts him in a highly contraversial play about, what else? School shootings. It all comes to a head as some other students create a plan to bring guns to school and kill everyone in the cafeteria."
