A friend of mine told me that FEMA called him a few weeks ago to find out if he was still in Louisiana.  He has been home for the last 6 months.  That alone tells how f-ed up everything is down there between the local and federal gov'ts.  He did ask if he would be getting paid for the time that FEMA thought he was still there.  He was kidding of course, but they did say no.

It is hard to rebuild after nearly everything (and I mean that) was damaged or destroyed.  It is hard to move in when there is no infrastructure and no house!  Of course there will be the scams and freeloaders; there always are.  I know a few people who went down to the Gulf Coast (not NO specifically).  They said that there was no real way for people to make a living there.  The jobs are gone (except for some construction and basic retail).  The infrastructure is nonexistent.  The buildings are either damaged or gone.  In some areas, contaminated water reached 30ft. above ground level.  The waters also went 10 miles inland. 

Basically, it is taking so long to recover because no one was really prepared for a disaster that did more damage than an H-bomb going off along the southern coast of the US.

NO and everyone in it knew very well that a direct hit from a hurricane, or any failure in the levee would cause the city to flood. Not only was it spammed by scientific journals every now and then, it also insinuated itself in the news and in nature programs.  Also, some NO citizens armed themselves against the criminal and freeloading "NO whores." I think they'd understand the smearing.

(It will not be much of a city then.)  I think that NO will eventually rebuild, but it will be a Long time before the population is anywhere near what it was.

has it ever occured to you that alot of people work for money, and worked hard to get it?  and there are people in NO that worked hard, and try to work hard some more after the hurricane?  but there are also people that do not work hard, yes, even in NO, and those are the people that he might have been talking about? the people that expect everything to be handed to them by the government?

You're right, I only know what's been going on from driving through Mississippi and talking to family that live in Gulfport, a city just a short drive East of NO, that also got destroyed, but did evac, is still rebuilding, oh...and is not bitching about it

It is interesting that the storms seemed to chase the evacuees.  I won't comment on the possibile implications of that as its ultimately a ridiculous and futile discussion.

As for "Not being prepared," I'll second the comment that was made earlier.  Even before 40 years ago, hurricanes existed.  You know what?  NO is below sea level.  It has always been below sea level.  We have had the technology to be aware of this for over a century.  Another fact, NO is on a coastline.  These two things don't add up very well, yet adequate provisions and preparations were NOT MADE.  Generators and emergency supplies lay in the BASEMENT of buildings ... who thought this up?  Even in Arizona they have learned to put certain utilities on the roof and then it's just for efficiency.  The most likely disaster to strike is flood, and water doesn't typically flood the upper floors first.  There are a number of reasons why this disaster occurred and why it was foreseeable.  None of these cautions were heeded adequately and an, "It can't happen to me" attitude prevailed.  Years ago there was even a storm that nearly hit but missed.  You would have thought it would have served as a wake-up call, but again - it was ignored.  I am not saying FEMA performed admirably or even well.  I don't know enough about that nor do I pretend to be qualified to judge how a disaster team should operate.  However, when armed residents turn a stadium into a fort against those there to help, you have to wonder about who you're saving.  How much do rescuers have to endure from those they are there to help?  Even if you feel the disaster is the sole responsibility and fault of FEMA, the people there in the city certainly aren't at fault!

North America (and I believe US specifically) is the ONLY continent (or nation) to experience every national disaster on the planet.  Europe?  No tornados.  There is a lot of pissed off mother nature to clean up after.  There is even more insolent self-entitled human behavior after that to complicate things.  This does not apply to everyone, of course -  however it is a pervasive sentiment.  Help those who help themselves.
