Order of Unlocks

I'm getting slightly confused at the requirements to unlock the second tier of weapons.

For Example: I have the M95 unlock and have another unlock standing around, so I want to unlock the L96, but it's not on the list. I've seen other people's stats and such where they've got the L96 unlock and M95 without unlocking all of the first tier weapons, so what's the deal here?

Do you have to unlock all the base weapons first, do you need an expansion installed (SF, EU Force, etc.) or am I just really unlucky?

EDIT: Something I just thought of: Do you need to have two weapon unlocks available (i.e. one rank gain = 1 weapon unlock) in order to unlock the second row?

Do you have the Battlefield 2: Special Forces expansion pack? It is required to get the second tier weapon...

You dont need to buy Special forces to get them, do you have a mate who has Special forces?.
Install it on your machine, log into his acount, close and jobs a fish you can unlock all the second tear weapons, however you can't play Special forces.
I know it works because my mate used my copy to do it.

Yeah, plus he doesn't have to install it either, all he has to do is login to his account from his friends SF game.

Ruuvan, Simple anwser.
1st row, tier 1 unlocks(bf2 vanilla)
2nd row, tier 2 unlocks(requires SF)
must have tier 1 unlocked (for that kit/class) to get to tier 2 unlock(for that kit/class).
