it's apple mac/OSX's keyboard. that or the text encoding used specifically in the safari browser (i.e. ISO latin 1 is different from Mac OS roman).
apple's solution for multilingual or multialphabet usage is genius, tbh. you just hold down the key in question on your keyboard and a hover-list of diacritics, e.g. acutes/graves/cedillas/etc, just pops up with a numerical shortcut. so a+1 = à, a+2 = á, a+3 = â, and so on. è, é, ê, ë, ē, ė, ę. no need for awkward websites with ALT-numpad codes or &HTML; lookups.
i'm familiar with the differences between left single quotes, double quotes, apostrophes, graves, primes, etc. ditto hyphens, en dashes, em dashes. these are some of the persnickety details of typesetting and proofreading.
