yep, that's my thinking too. a drug addict can spiral down to their rock bottom, put emotional and financial stress on their closest relatives, but they're not going to lose the house on a football bet or a lucky horse. it would take even the most hopeless drug addict a while to burn through their kid's college fund.
the thing with inveterate gamblers, too, as i understand it, is that they're not even addicted to winning or the promise of more funds. they're addicted to the recklessness itself, the stomach-lurching feeling when the dice are mid-roll, that all-too-temporary moment when they are suddenly absolved of all control and their life hangs literally in the balance. all reason out the window. at least drugs give you a fucking temporary pay-off for your irresponsible pursuit of sensuous worldly pleasure; i'd rather be a rat with my paw on a lever that gives a small dose than a chump on a stool yanking on the arm of a slot machine.
managed to avoid a stripclub for my entire young adult life until one of my best friends got engaged and had the obligatory stag do. even then, we only went in for the novelty for like 15 minutes, as we were passing a venue on the main street. gross and tacky. of course, i tried to engage in ordinary human conversation with the strippers who were sent to our booth. i must have come across as one of those 'let me save you from this place' types. it was not a sexy environment in the slightest. i prefer my female attention without an air of duress and ambient ruination.

Frankly, I feel that casinos shouldn't even exist. Much more predatory than someone ripping off their dad's pain medicine to sell to their friends. I hate that casinos have state sanction and I oppose the opening of one near me. I'm going to Vegas this weekend! No slots, but my brother and his friend have been gaming casinos on slots/promotions for about the last year to pretty solid success.
The most recent one was taking advantage of a promo where if you spend x amount in one day, you get y amount back every other day for the next month. They are able to get around 90% returns for all their play. I think it was something like spend $100k in one day for $2k every other day for a month.
$100k*.1=$10k initial loss
$2k*15*.9=$27k gain
Netting $17k in a month, per players card. Not a bad gig.

you're missing the point (quelle surprise!) anyway. my point is that gamblers can, and do, lose it all in one stroke. for a drug addict to end up on the streets in serious misery and at risk of real harm normally involves a long, drawn-out process or the failure of several support networks (partners, families, friends, etc.) a gambler can have a perfect home life, a wife, kids, savings, etc, and blow it all in a weekend. that doesn't happen with drugs (this may surprise you as i know your experience of them is limited to the scary videos you get shown at school).

aspirin is one of the most harmful pills you can legally buy. that and paracetamol are responsible for a huge number of acute poisoning/overdose scenarios. illegal drugs in pill form like MDMA literally have much better LD50 ratios.

they have 3–5 'colonial'-style western research universities that clean up domestically and do decently internationally.
they have a few cutting-edge research institutions, like KAIST, which is top-tier for science.
but (a) you can't just 'invent' a top-tier elite university out of thin air; that shit takes decades, if not centuries, and (b) building tonnes of universities will just dilute the exclusive appeal of 'elite' education. same as it ever was.
