Maybe people will have to vacate unsustainable cities.
I could live in Adelaide without AC if I had to - not the car maybe, evaporative cooling works well enough here and there are other systems besides refrigerants.
With a little bit of gumption the whole city could be cooled by the sea.
As I understand it CFcs do break down eventually and the modern refrigerants are much less damaging, pure ammonia systems are fairly harmless.
Not that anyone in China, India or the rest of Asia gives a shit, they still use the old stuff.
According to my Vietnamese colleague everyone in Vietnam is installing AC like crazy.
Besides AC people across the world do have refrigerators, and they tend not to last as long and get disposed of without going through recycling.
