I'd say it didn't matter what Turnbull's decision was, Rudd had a snowball's chance in Hell of coming anywhere near the Secretary General position. Turnbull had to weigh the diplomacy of giving an empty gesture of bipartisanship or the need to placate his rabid right wing. A lose-lose situation for him really. While Turnbull may have made the right decision it does indicate a serious divide in the Coalition, especially if Cabinet was actually in favour of giving Rudd's ego a bit of a massaging.

At least the right wing media will take its hackles down but Rudd now has an awful lot of time on his hands and is petty enough to try and make trouble for the PM. Hell hath no fury like a Kevin scorned.

He wouldn't have got the job even if Turnbull backed him.

Also, despite Rudd's rampaging narcissism and legendary difficulty to work with, he is more than qualified for the role. The Coalition, Newscorp and talkback radio have portrayed him as a malfunctioning firework of a PM but he actually had a lot of success and during an incredibly difficult economic situation too. Australia would rate Rudd a lot higher if they had an understanding of how, say, Tony Abbott would have fared during the GFC and what Rudd managed to avoid.
