Nope, its never been acceptable, its more that the 70s were a more naive time when 'dirty old men' were a comedy staple, Benny Hill could make a career out of being a lecher, Rod Hull could grope women on stage for laughs etc.
It really didn't occur to people that Priests would be raping choir-boys, scoutmasters diddling their charges or DJs and TV presenters would be raping their teenage fans.
It was completely inconceivable at the time.
As for Peel there's a difference between making a single mistake with a 15 year old and asking 13 year olds to dress as school-girls and line up.
