i think what is perhaps more honest is the statement that "if we stop spending [on the military], employment blackholes". the military complex is a huge and reliable sector of employment for people with not much other structure or opportunity. it's also a free-ride into college education. if you drastically cut back on your military/standing army, you'd have an employment crisis, where people who formerly would go into skilled manual professions/industry and manufacture, in fact now have nowhere to go. your military is basically a diverted form of the welfare state.
I think everyone can agree that cutting it back all at once would be disastrous.
