They say the Battery tunnel is completely flooded. Is that like, to the ceiling flooded or just boats only flooded?

Some 80 homes burned down in Breezy Point, Queens.
They had shut down the bridges and evacuated the residents so I imagine it was impossible to get there, especially with the surge. They should've preemptively shut down power to prevent transformer meltdownsSuperior Mind wrote:
