Police Chief Daniel Oates on Monday apologized to the innocent bystanders that got caught up in the search for the suspect. Oates also said the ends justify the means since the suspect was caught.

About 19 vehicles were stopped Saturday afternoon for about two hours.

Oates would not discuss the tracking technology used, but called it a “virtual certainty” that the suspect was among the 40 people stopped and handcuffed.

Oates said because of the description of the suspect a lieutenant made the decision to stop everyone in the area. Oates called the stops lawful and necessary.

“The law is clear that investigative detentions are lawful for a reasonable period of time,” Oates said. “Reasonableness is determined by the facts and circumstances at issue, and the facts and circumstances were the suspect was in one of 19 cars.”

Oats said the police department has received about five complaints regarding the methods used, but none of them came from any of the 40 people who were detained.

That's pretty heavy handed to say the least. Anyone innocent and being pulled over would stop and comply without the need for guns and handcuffing. Only those trying to escape being questioned would require this kind of force.

Detaining people who may or may not be involved in a crime based solely on their proximity should be illegal, IMO.

I can understand the guns, but ROFL if the real culprit decided to go desperado and start shooting all the people they had sitting helplessly in a line. I watched the interview and that guy was pulling shit out of his ass.

I was pulled over at gunpoint by three police cars worth of cops for driving the same car as a robber, on the same reported road, albeit the opposite direction. I was let go when they verified with the owner that the robber was white. Wasn't handcuffed though. Having a half dozen guns at you, thinking you are an armed assailant, well, tense.

Happened to a guy I went to school with. Waiting to turn right at an intersection when from out of nowhere a guy pointed a gun in his face and told him and his mate to get out of the car. Guy didn't identify himself when asked, they were then thrown into a van, pepper sprayed and blindfolded.

When they stopped they were forcibly removed from the van and when the blindfolds were removed they realised they were at a police station.

They were questioned for 16 hours straight as the police thought they were part of the criminal underground. The police finally realised it was a case of mistaken identity, apologised, let them go and asked them not to tell anyone. Yeah right.

They went straight to the best lawyer in Melbourne and took the police to court. It was all over the full front page of the Herald Sun with their photos and the story inside.

I saw Riley (his surname, that's what we all call him) last year when I stayed at his house. He told me the cops drew it out for four years though they were successful in the end - and between them got around $350,000 compensation - but after so long hiring a barrister most of it was eaten up in legal fees and they ended up with around $30k each.
