Restricted IP for EA downloader?

i tried downloading 1.3 full since everyone here is saying it will fix the lag but when i do on EA downloader it gives me the error restriced IP out of acceptable range. Anyone getting this?

Yep, same here, EA downloader says "Restricted IP". bunch of bullcrap if you ask me.
