The corp I am in atm is a casual version of that. We have those that live in hi-sec do industry and missioning, and plenty guys living in 0.0 NPC space for pvp, plexes and WHs, and nullsec mining. In nullsec we have a pvp hub and a pve hub.
I wouldn't worry too much about asking intelligence if its safe to undock, if local is clear, go do what you wanna do, just stay aligned to something so if a red pops in you can warp out. hell I will rat with reds in the system if they've made a presence there. Plus I pvp as much as I can.
