It DOES have a chance of passing. It will undoubtedly be rewritten, have its name changed, and be tacked onto some appropriations bill. It will be back.

Because they can bury it in other bills, or add it as a rider to another bill, or perform all sorts of trickery to pass unpopular legislation. They do it at least once or twice a year. If there's enough money behind it (and there is), it will eventually get through. Senators want their campaign funds.
