Skyrim crime question

I really enjoyed Oblivion, however what put me off is, if you killed someone in the middle of nowhere, the "Police" automatically knew about it and would arrest you or kill you. This was a right PITA.

Does this still happen in Skyrim?

If you kill all the witnesses you won't get bounty.

I believe it also tells you if you kill all witnesses.

And crime is divided by area - so if you have a bounty in one town you won't in another
