I'd say there's a good chance they'd nuke the Saudis first, honestly.

Followed by Pakistan. Saudi Arabia and Pakistan are much bigger threats to Iran than Israel is or ever will be. A bunch of Jews settling in Arab lands means nothing to them. Being sandwiched between two powerful states that don't care for you and have serious stability issues is much more of a concern for them.
