Yes, I used the Shells + Thermal Vision for a few rounds and I realize the canister shells suck ass. I shot a round at a guy straight on a few yards away from me and he didn't die. It took 2 rounds to kill him. He was infantry btw not in any vehicle.

Try joining a server hosted by a company, not a private or clan one and see if there is a difference.
