No they don't.

1. You have to hit right on the spot to kill a full health target.
and 2. Every time you shoot you come up on the minimap. Other mortars can see you and hit you very easily.

If anything the range can be shortened a little, but affecting the damage will render it useless. It just doesn't have any splash damage.

Mortaring a few days ago was easy mode (I should know) Now every has them you spend all your time taking out other mortars rather than soldiers.
